I may be missing the point here, but it seems to me that some GPs are getting worked up because they will no longer be paid for doing nothing in looking after patients that don't exist.
There really isn't a problem in being paid to provide medical services only to living, breathing people who actually exist.
If it is true that up to a quarter of patients on the list of some practices have been found to not, in fact, be living, breathing people, then clearly list cleansing should have been carried out with far greater vigour years ago.
